For protection against a bear or cougar the best legal option for you would to be get bear repellent pepper spray.

You cannot carry concealed in most states unless you have a permit and are over 21 (in the states you mention you should have no problem at 21 getting it). Each sate has their own laws to what is considered “concealed” but for the most part if it is hidden from line of sight it is considered concealed. So, in a purse a backpack ect. the gun would be concealed whereas gun holsters would not be considered concealed (you can see the gun). A jacket over your guns would cover them from sight and therefore would be concealed.

Can A Minor Carry A Gun?
RIght, i'm a minor, but I like fishing and hiking, and may do allitle hunting in the future. I plan on doing allot of fishing out in the middle of nowhere, and i would really like to have something other than my bowie knife in the unlikely event I'm attacked by a bear or cougar, or a predator of the 2-legged variety. I know that at 18, you can carry a rifle or shotgun, but i'm interested in a handgun, specificly a revolver. So, can I legaly carry a handgun under the age of 21 in the state of Oregon, Washington, or Idaho, or anywhere else for that matter? if so, can I legaly carry it concealed? if not, would a back pack, fannypack, or in my waistband, but I have a jacket on over it, but not trying to hide it, be considered concealed? also, can anybody tell me if theres much of a differance in acuracy between the NAA blackwidow with the 2 and 4 in. barrels? thanks.

NO..A Minor can’t even legally have posession of ANY firearm unless you are 18 years of age. Federal law mandates that you be 18 years old to purchase rifles or shotguns, 21 years of age to purchase handguns. No exceptions. ANY attempt to conceal a handgun in your waistband,fanny pack, backpack or any fashion is a criminal offense without a Concealed Weapon Permit, which in most states requires you to be 21 years of age (minimum).
