How to clean and sharpen the old pocket knife?

I am my father's old pocket knife. This knife is 30 + years old. I am already in it and the steel wooled I'm soaking it vinegar. I have no idea what else to do, but perhaps put the WB40? I'm going to be used outdoors / fishing stuff. One help?

I have the whole box and "what used to clean stuff '... It contains the toothpicks and Q-tips and such. oil you use your pistol / rifle, like Rem oil or its equivalent is OK knife. Get all the places where the rust and dirt may cause problems. Lansky makes a great sharpening system, which is set on a knife-edge blade.
