How do I get a N.O.R.B.A. licence?

How much is it? I want to participate in wintergreens timber rattler, and I don't have heath insurance, can I get temp, and where do I go to get the licence?

At most every race you will find you can purchase a 1 day license ($5), so you don't have to pay for the annual one with USA cycling. The only exception to this if you race pro or expert then you will need to buy one. You can go to USA cycling's web site and fill in the race release sheet and print it to save time on race day.
